Se ordenó enviar el expediente al Juzgado 18 Civil Municipal de Bogotá para que ejerciendo sus competencias constitucionales y legales, decida sobre la tutela presentada, toda vez que la Corte decidió aplicar el Decreto 1382 de 2000, mientras no se profiera una providencia que decida lo contrario, a partir de un análisis principalmente constitucional o del estudio de súplicas diferentes a las denegadas por la Sección Primera del Consejo de Estado.
